We have found no single paper that confirms a phinisi's class and dimensions for a guest. Before paying, ask for the current ship safety certificate, a class certificate if the boat claims one, and a contract naming the boat, its cabins and its guest capacity. A sailing clearance shows less than it seems to, as the Labuan Bajo harbourmaster's head has explained.

What papers does a boat need to sail?

Reports on Labuan Bajo point to a clearance and the papers around it. The head of KSOP, the local harbourmaster's office, told Detik in February 2026 that a sailing clearance depends on two things: whether the vessel is seaworthy and what the weather is doing. A ship safety certificate is the evidence for the first. A main requirement for the clearance is the Master Sailing Declaration, which the captain uploads to the Inaportnet system. Separately, KSOP's October 2024 guidance says the people aboard must be the people on the manifest, and no more than capacity allows.

This table sets each paper against what you can and cannot learn from it, and adds two that you will meet as a buyer. It is general guidance and not legal advice.

This page tells you what to ask for and makes no statement about who holds what.

What does a safety certificate prove?

It proves that the boat went through inspection and testing and came out with a certificate, at the time that happened. The Detik report says those checks run every three months for Labuan Bajo tourist boats, so the date is the first thing to read. A date older than that cycle gives you a clear question to put to the operator.

A certificate can also be taken away. Kompas reports that KSOP revoked the safety certificate of KM Yukai after it ran aground in September 2026. We mention it for one narrow reason: a certificate is a status that can change, so a photo sent to you months ago may not describe the position today. Ask for the current one, close to your payment date.

A certificate does not speak to everything you care about. On its own it says nothing about the weather on your day, the captain's route plan or how the crew runs a drill. For those you still rely on your own eyes at the rail, using the on-board safety checks in our equipment guide.

What is a Master Sailing Declaration?

It is the captain's own declaration, and KSOP's head describes it as a main requirement for the clearance. It goes into Inaportnet, the system named in the Detik report. That role is what matters to a guest.

A guest is unlikely to need the document itself, and it is reasonable to ask only whether it has been filed for your departure. Keep its nature in mind. A declaration is a statement by the person responsible for the boat, so it has weight because of who makes it. It is not a second inspection by someone else.

Does a sailing clearance mean an inspection happened?

No, and this is the easiest point to get backwards. KSOP's head describes the clearance, known as SPB, as an administrative step that carries no duty to go aboard and check. Inspection stays available as a response once a boat is reported, or known, to be unseaworthy. Departing from Marina Labuan Bajo with clearance therefore tells you that the paperwork passed on the day. It does not tell you that an official walked your deck that morning.

That makes the clearance a floor. Treat it as the least you should expect, and never accept "we have clearance" as an answer to a question about equipment, stability or crew.

Which paper shows the boat's class and dimensions?

Start by separating two meanings of "class", because sellers blur them. The first is class in the classification-society sense. Lamima's safety page says RINA certifies the boat and surveys it every year, and in its own description it is the only Southeast Asian luxury phinisi built to full international class certification. That "only" comes from the operator and nobody else. If a boat tells you it is classed, ask for the certificate and the date of the last survey.

The second meaning is a marketing tier. One Komodo operator guide uses bands such as deluxe and luxury, while Komodo Trips has a three-step scale of its own, running Superior, Deluxe, Luxury. These are each seller's own scales, so no document will confirm that a boat is "deluxe".

Dimensions and capacity usually reach you through web pages, and those can be unreliable. The Maj Oceanic listing contradicts itself, with 12 guests in one place and 14 in another. A figure on an operator's or agent's site is not an official document, so ask the operator which of its papers states the length and the passenger capacity, ask to see that page, and then have the same figures repeated in your contract.

What should your own contract state?

Your contract is the one document written about your trip rather than about the boat in general, so make it specific. At a minimum, look for:

  • The legal name of the company you are contracting with and paying.
  • The boat by name, and what happens if another boat is substituted.
  • Your dates, and the place and time of boarding and leaving.
  • The number of guests, and the boat's capacity as the operator states it.
  • The cabin configuration: which cabins, which bed types and who sleeps where. A confirmation that says only "deluxe cabin" does not settle this.
  • The inclusions and exclusions, listed line by line, with the tax treatment.
  • Deposit, balance and cancellation terms, which our guide to deposits and cancellation covers in detail.
  • What happens to your money if the harbourmaster closes sailing or weather changes the plan.

Passenger names deserve attention as well. An operator guide says the park's SiOra registration wants each name exactly as it stands in the passport, and that any change of guest close to departure should go to the operator without delay. Give the operator each guest's name exactly as it appears in the passport and send changes as soon as you know them.

One disclosure applies here. A contract arranged through this desk may come from one of our own group companies, as set out on the about page. Ask us for these same papers, and hold back payment on the same terms if we cannot show them.

What if an operator will not show a paper?

Treat the refusal as information. We have not found a rule that obliges an operator to hand these papers to a guest, so a refusal is not by itself a breach. It does leave you paying on trust. Before you decide, narrow the request: ask to view the certificate on a video call, or to see the page with the date and vessel name only. If you still get nothing, weigh that against the size of the deposit and the other boats on your list.

The timing is on your side only before you pay. After a deposit has gone, your leverage is whatever the contract gives you. So send your requests at the point when you are choosing a boat, and keep the replies with your booking file.

What are the quick answers on documents?

Is an operator obliged to show me its papers?

Not that we can find. Asking is still reasonable, and a clear answer tells you something about the operator.

Does a sailing clearance prove the boat is seaworthy?

No. In the words of KSOP's head it is administrative, so it leans on the safety certificate and the weather and does not need anyone to board and look.

Do all luxury phinisi hold a class certificate?

We cannot say. One boat, Lamima, publishes a RINA certification, so ask each operator directly.

Is the guest capacity on a website official?

No. It is the seller's statement, and at least one listing gives two different figures on one page. Ask which document states capacity and have it repeated in your contract.

Is this page legal advice?

No. It is general guidance drawn from named reports and operator pages. For a large contract or a dispute, consult a lawyer who practises in Indonesia.

How do I reach the desk?

Do not send us passport scans or other personal papers at this stage. To ask which documents apply to a request of yours, write to WhatsApp 6281139414563 or bd@juaraholding.com with the boat name and your dates. You are bound only once you accept a written offer, and you can ask for its paperwork before you sign.
